Advances in information technology are currently increasing rapidly, making it easier for everyone to access the information they need flexibly through digital platforms. In aligning these developments, it is important for human resources to have relevant skills and expertise in that field. Based on researchWorld Economic Forum in the future there will be a great need for workers who are experts in the field of technology, one example isCloud Computing, Big Data Analytics, IoT and so forth, until an expansion is needed skill to all human resources both at the educational level and the individual level itself. Universities have a big responsibility in exploring and preparing a series of knowledge that needs to be well structured so that the knowledge competencies are in accordance with the needs. Hang Tuah University Pekanbaru is one of the tertiary institutions which has the responsibility and function of improving the quality of life of the nation through education. In its implementation, Hang Tuah University of Pekanbaru needs to monitor its students both by lecturers and higher education leaders. The goal with monitoring is to evaluate students so that the ideals of the university can be realized, namely in an effort to educate the life of the nation. Therefore it is necessary to build an application to monitor the development of the abilities of Hang Tuah University students in Pekanbaru. Assessment of applications carried out on students in the Informatics Engineering study program in the data mining course obtained a percentage of 90%.performance of these applications, so that project-based monitoring applications using Android Studio for Hang Tuah University students in Pekanbaru are feasible to implement.
