Based on law no. 23 of 2004 concerning the Elimination of Domestic Violence is a form of legal protection for victims of formal criminal acts and/or material criminal law, even though law number 23 of 2004 was created, there are still many victims of criminal acts of domestic violence who are reluctant to report violence that occurred against him. The problem that the author examines in this research is how to provide legal protection to victims of domestic violence and what are the inhibiting factors in providing legal protection to victims of domestic violence that occurs within the jurisdiction of the Pekanbaru Police. The type of research used by researchers is included in the category of Observational research, which is carried out directly in the field to obtain data or information from respondents in the field by conducting interviews, and this research was carried out in the Pekanbaru police jurisdiction. The data used by the researcher is primary and secondary data, the data collection tool uses interviews with the population and samples who are the parties related to the problems in this research and the analysis used by the researcher is a qualitative technique. From the results of this research, the police efforts carried out by the Pekanbaru Police in providing legal protection to victims of domestic violence include conducting outreach to the community and the Pekanbaru Police in collaborating with social services, PPA services and also the police to also provide insight to the victims. about their rights as a human being and the obstacles faced by the Pekanbaru police are several factors, including that there are still victims who feel afraid to make a police report because the perpetrator's threat is because they are afraid of the family's economic factors in the future, and there is also still a sense of shame. victims of neighbors because they are labeled as a disharmonious family
