Corporation Social Responsibility is a corporate effort that aims to make people feel the benefits of the company's existence. Socially, the company's presence in a region should bring benefits in the form of infrastructure development, job creation, and participation in education, health, and economy through material assistance and other activities to local communities. CSR is regulated in Article 74 of UUPT number 40 of 2007. However, there are still cases where companies violate or do not comply with these CSR obligations. Therefore, central and local governments have a responsibility to monitor the activities of companies and crack down on those who violate CSR rules and negatively impact society. It becomes an important part of the government's supervisory and regulatory function to ensure that companies act responsibly towards the surrounding communities and environment. The main problem in this study is how is the implementation of corporate social responsibility of PT. Riau Andalan Pulp And Paper (RAPP) Estate Teso to the community of Desa Makmur Sejahtera Kampar Regency And what are the inhibiting factors for the implementation of corporate social responsibility of PT. Riau Andalan Pulp And Paper (RAPP) Estate Teso to the people of Desa Makmur Sejahtera, Kampar Regency. The writing of this thesis uses empirical research methods, which use field data from interviews and observations. Starting from defining the problem and approaching the problem, the author uses data analysis methods through qualitative methods. Qualitative analysis is an assessment to produce descriptive data. There are primary data and secondary data used for primary data collection with interviews and questionnaires, while for secondary data collection, namely the Law supported by books, journals, and articles. The results of the author's research are the Implementation of Corporate Social Responsibility of PT. Riau Andalan Pulp And Paper (RAPP) Estate Teso for the prosperous village community of Kampar Regency, has been implemented including the existence of these programs covering the fields of Education, Health, Social, IFS, proklim, smes inline, village conservation institutions (LKD), animal husbandry, msmes and the constraints of PT. Riau Andalan Pulp And Paper (RAPP) Estate Teso in carrying out Corporate Social Responsibility is the lack of understanding of CSR from the community around PT Riau Andalan Pulp And Paper (RAPP) Estate Teso, Lack of understanding of CSR from the community, Lack of concern of the CSR beneficiary community, Community dissatisfaction with corporate social responsibility programs. Administrative sanctions that are not strong and lack of clarity on the amount that must be issued by the company.
