The security of a country can be achieved by the existence of security and public order in that country. Public security and order is a dynamic condition of a society as a condition for the implementation of national development mechanisms in order to achieve national goals which are characterized by guaranteed security and order. In Indonesia, Immigration refers to the process of escorting foreigners into or out of the country. The real aim of immigration crimes is prohibited acts due to the unclear classification of crimes in the immigration field. It is the responsibility of the immigration bureau to ensure that all foreign nationals are legally admitted to the country. The main problem in this research is the process of implementing supervision and action against foreign nationals who violate residence permits (overstay) at the TPI Pekanbaru class I immigration office and what are the obstacles to immigration supervision of foreign nationals who violate residence permits (overstay) in Pekanbaru. The type of research used in this research is legal research, namely through interviews, while its nature is descriptive, namely research to provide a clear picture. The results of this research show that supervision and legal action carried out by the Pekanbaru immigration office go through several stages, starting from receiving reports and identification, investigation, to law enforcement including sanctions. The factors inhibiting the law enforcement process at the Pekanbaru immigration office consist of several factors, namely lack of resources including limited budget and cooperation between r elated agencies, unclear regulations, and lack of community role.
