This study aims to determine what factors cause unscrupulous community organizations to carry out illegal levies. This type of research is a descriptive type using qualitative methods. The informants in this study were the Satlantas Police, the Department of Transportation, community groups conducting illegal levies, and the community. To collect data in the preparation of writing, observations, interviews, and documentation were carried out. After obtaining the required data and information then analyzed through qualitative data grouping. Based on these data, the writer draws an inductive conclusion where from general things a more specific conclusion is drawn to get a more accurate conclusion. The results of research on criminology against perpetrators of illegal levies by community elements with the mode on behalf of community organizations (Ormas) (a case study in Air Tiris Village, Kampar District, Kampar Regency) concluded that illegal levies were carried out by individuals in certain organizations on every vehicle carrying goods by asking for a certain amount of money. money as a form of security and operations of the organizations it carries. The factor causing the occurrence of illegal levies on the highway in the Air Tiris area is due to the support that comes from within the actors themselves and also from outside themselves. Where in the perpetrators there is a motivation to earn income, improve relationships in the environment among unscrupulous organizations, and get satisfaction within themselves. Then from outside him there is a factor of family, environment, and social influences that cause illegal levies to occur.
