The waste generated by Pasar Pagi Arengka is mostly organic and inorganic. According to a direct survey to the Morning Market Arengka, organic and inorganic waste just scattered on the edge of the market which is not far away. The number of people in the market littering makes the market environment uncomfortable. The purpose of this study is to analyze and explain the implementation of the duties of the Environmental and Hygiene Service in supervising the waste at the Morning Market Arengka, Pekanbaru City and the inhibiting factors. The research method used is a qualitative method with data collection through interviews, observations and documentation. The informants in this study were the Head of the Pekanbaru City Environment and Hygiene Service, Hygiene Supervisors, market cleaners and market traders. The result of the research is that the implementation of the duties of the Environmental and Hygiene Service in supervising the waste at the Morning Market Arengka, Pekanbaru City, is in the fairly implemented category. This can be seen from the waste transportation that is not carried out regularly and on time and the lack of cleaning staff in the market. The inhibiting factors in carrying out the duties are the lack of inadequate human resources in terms of quantity and quality, then infrastructure that is not supported by maintenance and repair activities of tools, so that processing Garbage at the Arengka Morning Market, Pekanbaru City is hampered due to the condition of damaged equipment.
