In the Regional Medium-Term Development Plan (RPJMD) 2021-2026 the main thing to focus on is infrastructure development. This is based on the fact that infrastructure development is still not evenly distributed in each region and there are still many inadequate road infrastructure conditions in Rokan Hilir Regency. Rimba Melintang District is one of the sub-districts located in Rokan Hilir Regency, Riau Province where geographically the Rimba Melintang District is located on the Rokan Hilir and Rokan Hulu Crossings and the Rokan River Watershed (DAS) which has an important role as traffic and an economic source at the same time. income for society. Rimba Melintang Subdistrict has 12 administrative areas consisting of 1 Kelurahan and 11 Kepenghuluan. The purpose of this study was to find out the role of the sub-district head in supervising the development of Penghuluan infrastructure in the Rimba Melintang sub-district, Rokan Hilir district and to find out the obstacles to the sub-district's role in supervising the provincial administration infrastructure development in the Rimba Melintang sub-district, Rokan Hilir district. The informants in this study were the Camat, Head of Apdesi, Datuk Penghulu and Head of Finance. In this study using indicators from Levinson in Soekanto 2009:213, namely, Norms, Individuals and Social Construction. From this study it was found that the role of the sub-district head in supervising development based on indicators of norms, individuals and social construction has been carried out well. The inhibiting factor is the lack of good human resources from the penghuluan party in carrying out their duties and functions, there are still many headmasters and officials who are incompetent in their respective fields and many connecting roads in each penghulu are badly damaged. So this has an impact on the difficulty of supervision carried out by the sub-district head and for the kepenghuluan, this is what causes delays in the submission of financial reports in every development activity.
