Analisis Pengawasan Sampah Oleh Dinas Lingkungan Hidup Dan Kebersihan Kota Pekanbaru Di Kelurahan Labuh Baru Timur Kecamatan Payung Sekaki

This study aims to explain and analyze waste control by the Department of Environment and Cleanliness of Pekanbaru City at Labuh Baru Timur Village, Payung Sekaki Subdistrict and its inhibiting factors. This study used a qualitative method by interviewing informants from the DLHK Pekanbaru City, the Head of Garbage Transport PT Godang Tuo Jaya and also the communities of Labuh Baru Timur Village. The results of this study conclude: (1) Waste control that is carried out is still not implemented. This is because in terms of monitoring, DLHK Pekanbaru City since 2016 has never again monitored directly to the Labuh Baru Timur Village. In terms of action, DLHK has not followed up on the garbage that has accumulated on the pioneer road which is one of the many illegal TPS in Labuh Baru Timur Village. In terms of control, there is no effort made by loading an official banner of an appeal from the DLHK which aims to give a warning to people who intentionally throw their garbage carelessly. In terms of reporting, with the total budget ceiling in 2021 reaching Rp. 3.152.160.000 is not commensurate with the performance of the supervision carried out. Because the supervision system still counts the number of businesses/activities carried out by supervision, the percentage of public complaints due to allegations of environmental pollution and destruction that are followed up. (2) The inhibiting factors for waste control consisted of low public awareness of waste disposal, lack of human resources and limited budget for the DLHK supervision program at Pekanbaru City.
