Analisis Evektifitas Penyediaan Rusunawa Bagi Masyarakat Berpenghasilan Rendah Di Kota Padang ( Studi Kasus : Rusunawa Lubuk Buaya)

Limited land is one of the factors that make housing development difficult, as well as the high rate of population growth and limited urban land making the need for livable housing more difficult for low-income people. The total backlog of home ownership in West Sumatra Province in 2021 was 68.34%, while for rents/contracts it was 11.37%. the problem of the need for livable houses for MBR and slums in urban areas of Indonesia. Judging from the news or issues that exist in the Lubuk Buaya Rusunawa, it is very necessary to analyze the effectiveness in providing rusunawa for low-income communities in the city of Padang. The analytical method used is Mix Methode Analysis (descriptive quantitative- qualitative) with a sampling technique using purposive sampling, in which the sample in this study were residents of Lubuk Crocodile flats totaling 20Kk and rusunawa managers. The goals to be achieved are (a) identify the effectiveness of providing flats for low-incomepeople in Padang City from the aspect of target occupants using the Mix Method analysis technique (descriptive qualitative- quantitative), (b) identifying the effectiveness of providing flats for low-income people in Padang City from the aspect of accessibility usingthe Guttman Scale analysis technique, (c) identify the effectiveness of providing flats for low-income people in Padang City from the aspect of habitability using the Likert scale analysis technique. This study shows that from the 3 (three) targets from the aspect of target residents with the Very Effective category with a percentage of 83% which is obtained from 3 (three) indicators, namely, income level, origin of residence and the process of obtaining housing. From the aspect of accessibility with a very effective category with a percentage of 85% which is obtained from 2 (two) indicators, namely the aspect of public transportation and the location of the flat with the work location. From the aspect of livability with an effective category with a percentage of 74% obtained from 5 (five) indicators, namely the quality of electricity services, the quality of clean water services, waste systems, drainage systems and security.
