Evaluasi Tarif Trans Metro Pekanbaru Berdasarkan Ability To Pay Dan Willingness To Pay Penumpang

The Pekanbaru City Government responds to problems caused by transportation such as city congestion, pollution, accidents by issuing policies based on the Decree of the Minister of Transportation Number KP. 111 of 2009 concerning Urban Transportation Services in the Form of SAUM. With the tariff set when it was first operated, it was Rp. 3000, and increased to Rp. 4,000 in 2014. Tariff determination does not involve passengers as service users. When there is a rate increase, of course there are pros and cons. This is an indication that the willingness and ability to pay passengers for public transport services varies. The analysis used in this study is a quantitative descriptive analysis method by calculating the ability to pay and willingness to pay analysis on 11 corridors of Trans Metro Pekanbaru. Analysis of the ability to pay is used to determine the level of ability to pay passengers by considering income, frequency of trips, the percentage of public transport costs, and the percentage of transportation costs. Willingness to Pay analysis is used to determine the level of willingness to pay passengers for services and public transportation facilities by comparing passenger perceptions of the initial/existing fares with the fares after the facilities have been repaired. The results of the research show that the value of Ability to Pay is different. The average passenger ATP is Rp. 13,902. The value of the WTP tariff before the repair of facilities with an average of each corridor is Rp. 3,533 while the value of WTP after repairs is carried out with an average of each corridor is Rp. 4,627 The value of ATP Trans Metro Pekanbaru is greater than the existing tariff and WTP value. This WTP rate is in accordance with the existing rates set by public transport companies.
