Peranan Camat Dalam Menyelesaikan Sengketa Lahan Di Kampung Teluk Rimba Kecamatan Koto Gasib Kabupaten Siak

The problem of this research is motivated by the sub-district government which is slow in resolving land conflicts whose problems arise starting from PT.Kimia Tirta Utama which claims that the land used to create forest and land fire prevention canals (karhutla) in areas recognized by the company as right-to-use areas and partly included in conservation forests. The purpose of this study is to determine the role of the sub-district head in resolving land conflicts in Kampung Teluk Rimba and find out the obstacles in resolving land conflicts in Kampung Teluk Rimba. This research uses qualitative methods. Indicators in this study are negotiation, mediation, conciliation and arbitration. The sampling technique used by the researchers was a purposive sample with a total of 9 informants consisting of the Sub-District, Penghulu kampung Teluk Rimba, Corporate Public Relations PT. Kimia Tirta Utama, Land Owner and Teluk Rimba Village Community. Based on the results of the discussion, the research found that the Head of Koto Gasip Sub-district, Siak Regency, had played a good and maximum role in Resolving Land Disputes in Teluk Rimba Village. The sub-district has tried its best to conduct negotiations, mediation, conciliation and arbitration. However, what causes the process of resolving land disputes in Teluk Rimba Village is that it is dominated by errors in disputed land data. Researchers found that there was no accurate data from the community that the land owned by the community was problematic as well as evidence of strengthening the status of ownership rights to their land, the error of the problematic land administration data was that PT Kimia Tirta Utama and the Teluk Rimba community both had proof of administration and certificates.
