Pelaksanaan Perkawinan di Bawah Umur di Kecamatan Bagan Sinembah Raya Kabupaten Rokan Hilir Ditinjau dari Undang-undang Nomor 16 Tahun 2019 tentang Perkawinan

Marriage is a physical and spiritual bond that has sacred value based on faith in God Almighty with the aim of forming a happy and eternal family of sakinah, mawaddah and mercy. Implementation of Law Number 16 of 2019 concerning Marriage as an Amendment to Law Number 1 of 1974 states that marriage is only permitted if a man and woman are 19 years old. And carrying out underage marriages is not justified because it causes consequences and impacts at a young age. The formulation of the problem in this thesis research is, First, what factors cause underage marriages to occur in the Bagan Sinembah Raya sub-district. Second, what is the impact of underage marriage in the Bagan Sinembah Raya sub-district. The research method in this thesis uses empirical legal research methods, namely obtaining data from primary data, namely obtaining data directly from the field based on respondents' responses by means of interviews. And the nature of this research is descriptive analysis, namely finding initial data on the problem to be studied. Meanwhile, the data collection tools that the author uses are observation, interviews and documentation. With the method of drawing conclusions, the deductive method is drawing conclusions from general to specific matters. From the results of the research and discussion, the researchers found in this research that, firstly, the factors that dominate the implementation of underage marriages in the Bagan Sinembah Raya subdistrict, which still occur, are pre-marital pregnancy factors, self-desire factors, and economic factors. Second, the impact resulting from the implementation of underage marriages in the Bagan Sinembah Raya subdistrict is that the economy is declining, the burden on parents is increasing, incompatibility between couples is emerging, and the legal consequences that arise in underage marriages.
