Indonesia is an agricultural country where development in the agricultural sector is a top priority because it is one of the countries that makes a high contribution to the development of food security as a strategic component in national development. As Law Number 7 of 1996 concerning Food states that the realization of food security is the obligation of the government together with the community. The problem in this research is what form of consumer protection there is regarding purchasing inorganic fertilizer at PT. Fatih Jaya Trom Dumai city and what are the obstacles to business actors selling inorganic fertilizers that do not yet have a distribution permit in Dumai city The research writing method used is sociological research, that is, research carried out by identifying laws and how effective these laws are in society. Descriptive research is a research method that describes the actual situation at the time of the research through data collection which is then interpreted with each other so that a formulation and analysis of the existing problem is obtained. The research results show that the protection of farmers or consumers in this law is explained more fully and in detail starting from protection strategies, empowerment, and efforts to realize these strategies. This makes it clear what the government's plans are to protect and empower farmers. Apart from that, the wider community can also know the rights that farmers have and what should be done if these rights are not fulfilled, because the law also explains the government's obligations in protecting and empowering farmers or consumers.
