In Pekanbaru city, especially in the sub-district Tampan. There are already many users of electronic cigarettes (vape), where the aim of electronic cigarettes is to replace conventional cigarettes which contain a lot of nicotine, which is the mindset of the people of Pekanbaru City, in the Tampan district vape is more comfortable and safe, so that more and more vape users. Vape cigarette businesses, especially in the vape sector, continue to develop with various types of vapes and liquids, so that consumers have many choices of vapes and liquids that they will use. Based on this, of course it will be dangerous for consumers if the distribution of e-cigarettes is not paid attention to and left as it is, vape cigarette businesses must also pay attention to their products so that consumers who consume these products still feel safe. In this study, based on the background that has been explained, the formulation of the problem is how to monitor the distribution of electronic cigarettes (vapes) which do not include Pictorial Health Warning (Warning Labels) on the packaging (vapes) in Tampan district city of Pekanbaru and how to legally protect consumers who do not include Pictorial Health Warning (Warning Labels) for ecigarettes (Vapes) in Tampan district of Pekanbaru City. This research is an analytical description with an empirical juridical (sociological) approach, namely based on norms, regulations, legislation, legal theories, other applicable documents and the opinions of legal experts looking at aspects of their implementation in society. The analysis was carried out descriptively which will describe and explain how the circulation of electronic cigarettes (vapes) which do not include Pictorial Health Warning (Warning Labels) on the packaging (vape) is monitored in Tampan District, Pekanbaru City. The Ministry of Health and The Ministry of Trade have not yet individually examined all the contents of all e-cigarettes that have been circulating on the market. For the time being, the action taken by the Ministry of Health is to provide a warning against using e-cigarettes to the public. Pekanbaru City Industry and Trade Department Supervision Staff provides consumer protection for consumers, namely by giving warnings about the dangers of a product that does not have a clear Pictorial Health Warning (Warning Labels) on the packaging. Consumers have the right to receive correct, clear and accurate information about the products they buy. Providing sanctions to business actors who knowingly violate regulations, every act that violates the law must be given sanctions in accordance with applicable regulations.
