In an agreement, the parties must comply with the contents of the agreement. As is also the case with verbal or unwritten agreements that occur between the seller of plant seeds and the buyer of the seeds as the consumer. Conformity between the seller and the buyer in the buying and selling process results in the buying and selling transaction process and sellers serving their customers is a necessity in the agreement. However, in fact, there are still many sellers who, after the purchase process from consumers, have a problem of non-compliance, which at the beginning of the transaction does not comply with the agreement, then the seller feels disadvantaged and the buyer or consumer also feels disadvantaged. This has been prove that there has been a breach of contract and a violation of consumer protection. If you look at the type of research, the author of this thesis uses empirical legal research methods. In this case the author goes directly to the field to obtain and collect data by interviewing and distributing questionnaires to buyers of plant seeds in the villages of Tambang sub-district. The nature of this research is descriptive. namely by presenting clear, detailed and systematic research regarding the implementation of agreements regarding juridical review of the legal protection of buying and selling plant seeds in tambang districts. The results of this research explain that this agreement was made based on the legal basis that exists in the Civil Code contained in article 1338 of the Civil Code which contains "all agreements made are legally valid as law for those who make them" so this is the basis for their formation. The agreement between these parties was created. That the implementation of the juridical review of the legal protection for the sale and purchase of plant seeds in the tambang district was not carried out in accordance with statutory regulations where agreements should have been created to be adhered to so that violations did not occur in social life.
