Kualitas Pelayanan Dinas Kependudukan dan Pencatatan Sipil dalam Penerbitan Kartu Identitas Anak (KIA) di Kabupaten Rokan Hilir
This research was conducted with the aim of knowing and explaining the Quality of Service in the Issuance of Child Identification Cards (KIA) in Rokan Hilir Regency. This research uses the theory of Service Quality by Zeithhaml, Parasuraman & Berry (in Hardiyansyah 2011: 46). With indicators of physical evidence (tangibles), reliability (reliability), responsiveness (responsiveness), guarantee (assurance); and Empathy (emphaty). The research method uses descriptive qualitative. Type of descriptive survey research with interviews, observations and documentation as a data collection tool. This research discusses the problems in the Population and Civil Registration Service in issuing Child Identity Cards in Rokan Hilir Regency, namely related to the low achievement of MCH ownership, government socialization of the MCH program, and also facilities and infrastructure in MCH making services. Based on the research that has been carried out, the results have been obtained that the Quality of Service of the Population and Civil Registration Service in the Issuance of Children's Identity Cards in Rokan Hilir Regency has several obstacles in the socialization of the government in issuing MCH to the point of resulting in low achievement of MCH ownership and there are also obstacles, namely pre-facility facilities such as registration waiting rooms are considered small and also systems and networks in making MCH which are often problematic. The suggestion from researchers on the problem of this study is that there is an improvement in parasaran facilities as well as in its socialization is further improved so that the interest from MCH increases.
