Tata Kelola Pemerintah Kepenghuluan Pekaitan Kecamatan Pekaitan Kabupaten Rokan Hilir dalam Penggunaan Dana Desa Tahun 2019-2020

Good governance can be in the form of utilizing certain amount of facilities and infrastructure resources that are consciously determined beforehand to produce a number of goods for the services they carry out at the head of the association. The existing Village Funds (DD) cannot encourage the implementation of a good village / kepenghulu development because of the many needs and result in the planned Development program not being achieved properly. Moreover, in 2020 the use of village funds/Kepenghuluan Pekaitan will be used more for the prevention of non-natural disasters and so on such as: Covid 19 Disaster Management, Fire Disaster Management, Cash Direct Assistance. The research method uses qualitative research methods as a technique for data collection and direct interviews with informants such as Datuk Penghulu, Secretary for Penghuluan, Pokja for Planning / Budgeting, Chairman of the Consultative Body, Head of Hamlet, Head of LPM, Head of RW / RT, Pekaitan Kepenghuluan Residents. The results of the study show that the Penghuluan Pekaitan Government in this case has carried out village government governance quite well, although there are still shortcomings where the deficiencies are in the following indicators: First, transparency or openness even though the Penghuluan government has said that the Penghuluan government has made information disclosure in the use of Penghuluan funds in in 2019 and 2020 in the form of a development sign and also billboards for the use of Cash Direct Assistance funds, but there are still research sources who say that the contents of the information provided not be complete. Second, accountability in the use of Penghuluan Penghuluan funds has seen the responsibility carried out by the Penghuluan Government to report Accountability Reports from the use of Penghuluan funds. The third is Participatory, in this case the Penghuluan Government still seems to be lacking in innovation to invite the community to take high participation in the use of Penghuluan funds. The obstacle that researchers found in this study was the delay in the ADD ceiling caused by local government regulations so that the APBKep could not be ratified. Since covid 19 entered the Penghuluan Pekaitan, in 2020 the village fund budget experienced a shift which was originally more for physical development and others, had to shift to assistance to the community in the form of Direct Cash Assistance
