This Village Government Implementation Report (LPPD) is prepared as the implementation of the annual tasks of the Village Head in the Community Empowerment Service and the Meranti Islands Regency Village Government. The legal basis for making LPPD is contained in the Minister of Home Affairs Regulation (Permendagri) Number 46 of 2016 concerning Village Head Reports. As in the Village Government accountability report, it is stated in the regulation of the Minister of Home Affairs of the Republic of Indonesia Number 113 of 2014 concerning Village Financial Management, based on the Regulation of the Minister of Home Affairs of the Republic of Indonesia and the Law on Villages. The Village Government Accountability Report must be made annually. In preparing the implementation of the duties of the Village Head, it explains the duties and functions as a village head and assists village communities in the process of implementing village development. This aims to find out and analyze the role of the Community and Village Empowerment Service in Guiding the Formulation of the Village Head Accountability Report in the Meranti Islands Regency. This research uses role theory according to Miftah Thoha with indicators of stabilizers, innovators, modernizers, pioneers and implementers. The type of research used in this research is a descriptive survey with qualitative methods. There were 5 informants in this study with the Head of PMD as the Key Informant. Data collection techniques with interviews and data analysis on the site developed by Miles Huberman. The role of the Community and Village Empowerment Service in Guiding the Formulation of the Village Head Accountability Report in the Meranti Islands Regency, the researcher can conclude that it has not played a maximum role, this is because there are still many village heads who collect LPPD after the specified time and there are even villages that do not provide LPPD through from the specified time.
